China Launches Plan to Modernize Agriculture, Rural Areas Over Five Years

China is set to embark on a new phase of agricultural and rural modernization with the unveiling of its latest five-year plan, spanning from 2026 to 2030. This initiative by the State Council aims to bolster food security, enhance agricultural productivity, and uplift living standards in the nation’s rural regions. A key goal of this plan is to bring grain production capacity to approximately 725 million tonnes by 2030, while simultaneously ensuring that the quality and safety inspections of agricultural products maintain a pass rate of at least 98 percent.

The comprehensive strategy aims to reinforce the country’s modernization objectives, focusing on improving the quality and competitiveness of its agricultural sector. It also seeks to build on the significant strides made in poverty alleviation. The outlined measures will address various facets of agriculture, including meat production, green development initiatives, rural sewage systems, technological advancements, and boosting farmers’ incomes. Emphasis is placed on meeting increasing consumer demands for healthier and higher-quality food products.

Central to the plan is a push to enhance agricultural science and technology, expand modern farming techniques, and promote income growth for farmers. This involves transforming agriculture into a more advanced and sustainable industry, alongside fostering balanced development between urban and rural areas. Key initiatives will involve expanding high-standard farmland, elevating research and innovation capabilities in agriculture, developing logistics infrastructure, and incorporating artificial intelligence.

The plan also seeks to support emerging agricultural sectors, such as intelligent breeding technologies, new-energy machinery, low-altitude applications, and innovative food production methods. Efforts will be made to modernize product processing and encourage environmentally sustainable farming practices. These initiatives build on recent achievements, where China’s grain output reached nearly 715 million tonnes in 2025, marking the second consecutive year above 700 million tonnes. Notably, scientific and technological progress has contributed over 64 percent to agricultural development, with aspirations to increase this to 67 percent by 2030.

Chinese authorities underscore the importance of enhancing the quality and efficiency of agricultural production to ensure stable supplies of essential food products. By promoting technological innovation and adopting modern techniques, China aims to transform its agricultural landscape into one that is more resilient and capable of meeting future demands.
